Abstract: Objective To explore the use of fertility support policy tools in China and provide reference for more effective play of its fertility support function. Methods Referring to the policy tool theory of Rothwell and Zegveld, a two-dimensional analysis framework of policy tools covering “policy tools”and “policy classification” was built to analyze the implementation text content of 21 fertility support policy documents issued at the national level since 2014. Results A total of 156 analysis units were encoded, with the most commonly used environmental policy tools being 71. Secondly, there were 46 supply oriented policy tools. Demand based policy tools were used the least(39). Conclusion Optimizing the internal use structure of policy tools and exerting the leverage the role of the three types of policy tools could optimize the fertility environment and increase fertility intentions.
