Abstract: Objective Guided by the Healthy China Strategy, this study establishes a “demand-integration-co-promotion” innovative talent cultivation model for hygiene inspection and quarantine specialty. By aligning with national transformational development demands and medical education reform imperatives, it aims to cultivate professionals with scientific literacy, exploratory spirit, practical competence and innovative capacity, providing a practical paradigm for educational transformation. Methods A “three-level progressive” experimental curriculum system anchored in design-oriented comprehensive experiments was constructed, integrated with a “multi-dimensional integration” practical teaching system and “two-way collaborative promotion” social service mechanism. This innovation created a chained cycle spanning theory-practice, knowledge-competency, classroom-society, individual-team collaboration, achieving tridimensional integration of knowledge, skills and quality. Results The initiative significantly enhanced students' engagement in project research, independent problem-solving, and social services, with marked improvements in self-directed innovation capacity, practical skills, professional competence, and service awareness. Conclusion The “demand-integration-co-promotion” talent cultivation model provides referential value for addressing practical challenges in hygiene inspection and quarantine specialty education transformation through synergetic coupling of disciplinary development principles and educational innovation, demonstrating a replicable framework for “identifying, initiating, and adapting to changes”.
